The major work of the ESCCC takes place within our Work Groups. Individual and organizational
members are therefore encouraged to join one of these groups. Each Work Group has a
representative that sits on our ESCCC Coordinating Committee, where we share information
and make decisions. For information about when Work Group calls take place, or to ask
questions about our work, please email or call the contacts listed below.
MOBILIZATION
We work to grow the breadth and power of the campaign's base of support. We help expand the capacity of
our member organizations for grassroots engagement and mobilization, with a focus on new and diverse constituencies;
develop and maintain campaign communication tools; and strive to develop and model new messaging that can
change the public conversation about child care.

Kathy Halas - kathyh@cccwny.org and Blue Carreker - bcarreker@citizenactionny.org
WORKFORCE AND QUALITY
We work to secure a living wage and a path to professionalism for all those in the child care work
force; help develop the campaign's legislative ask as it applies to workforce issues; and mobilize members of the
child care work force across New York in support of our campaign mission and goals. We are also exploring a common
definition of quality; and how quality standards can be used to help support and improve child care, rather than serve
as a means to divide or eliminate providers.

Beth Mindes - resources@childcarecounciloc.org
FUNDING AND REDESIGN
We strive to define the child care system we have; and to define and design the system we want to see.
We engage in research and discussions with the goal of identifying short term state and regional funding options,
such as use of economic development dollars; and long term, sustainable solutions for funding universal access to
quality child care. We also work to identify sources of immediate funding for the ESCCC.
Contacts:
Pete Nabozny- pete@thechildrensagenda.org
LEGISLATIVE
Develop and advance ESCCC legislative agenda, including budget ask, state and federal priorities. Determine strategy and suggest actions to promote the ESCCC mission and principals and priorities to state and federal legislators and policy makers. Develop rapid response to state or federal actions that impact child care
