4. In order to provide the very best care for our children, the people who care for and educate our children must be provided a thriving and sustained wage. They must also have opportunities for continued learning and skill enhancement.
5. We must eliminate barriers and unfair practices that prevent families from accessing universal child care, including lengthy administrative processes, tying subsidies to exact working hours, and denying subsidies to families solely on the basis of immigration status.
6. Quality child care is early education that provides children with a foundation for lifetime learning and success. The progress and potential of our state depends on the commitment of New York’s leaders to make it financially possible for families to raise children.
